- Who is Exempt? Detached one- or two-family homes and buildings with barriers restricting access to exterior walls.
- Who Can Perform the Observation? Qualified individuals, including construction professionals, NYS-licensed architects or engineers, or other authorized inspectors.
- Report and Compliance: Observation reports must be prepared and maintained for six years, with unsafe conditions requiring immediate action.
