Local Law 152, part of a broader effort to ensure safe gas systems, mandates periodic inspections of gas piping systems to prevent leaks, corrosion, and potential disasters. Who Must Comply with Local Law 152?

If your property falls within the law's purview, inspections must be conducted every four years, based on a staggered schedule determined by Community Districts.

Steps to Ensure Compliance

1. Determine Your Inspection Deadline


Check the schedule provided by the NYC Department of Buildings (DOB) to find your building’s Community District and corresponding inspection cycle.

For example:

  • Cycle A: Districts 1, 3, and 10 must inspect by December 31, 2024.
  • Cycle B: Districts 2, 5, 7, 13, and 18 have deadlines in 2025.

2. Hire a Licensed Master Plumber (LMP)


Only a Licensed Master Plumber or someone under their direct supervision can perform Local Law 152 inspections. Ensure the LMP:

  • Has an active license verified through the DOB’s License Search tool.
  • Is familiar with NYC Construction Codes and gas safety standards.

3. Conduct the Inspection


The inspection will include:

  • Visual Assessments: Checking for corrosion, damage, or improper installations.
  • Pressure Testing: Ensuring the system can handle operational loads without leaks.
  • Leak Detection: Identifying any points of gas escape using advanced tools.

4. Address Any Issues


If the inspection reveals unsafe conditions:

  • The LMP will notify the building owner, gas utility provider, and the DOB.
  • Repairs must be completed promptly, and any necessary permits must be obtained.

5. Submit the Certification


Within 60 days of the inspection, file a Gas Piping System Periodic Inspection Certification with the DOB through their online portal.

If additional time is needed to address identified issues, extensions of up to 180 days can be requested.
